In visual flight on virtually any airplane you can extend the flaps to the extreme position where you see fit. The main condition is at 500 feet above the ground you need to be stabilized.

Normal landing configuration for MD80-flaps 28.Pri 40 is recommended to produce dovypusk after final turn.U me they were released before a turn, otherwise you would have heard the voice of PNF - "FLAPS FOURTY!"
