Cheating! Under the name of the FAP, which came into effect in 2009, the order № 128 of Ministry of Transport in this archive is actually laid out the old FAP 2007 (Order № 108 of Ministry of Transport), which is no longer valid.

The whole absurd situation that is actually operating these FAP. Order of the Ministry of Transport, defer the entry into force, has not been published and is not in force. So now fly on them, then issue a writ, the FAP abolished and then re-introduce. What?

These rules are posted in the "Konsultatn plus" as a valid document, which came into force on July 1, 2009. From the same date of effect of discontinued NPPGA-85 (in the order that is reflected). However, judging by the comments, perhaps it is not so.
